about
The Mershimer Political Reform Campaign (MPRC) is a section 527 non-connected political action committee (PAC) formed in 2025. The MPRC is mainly based in the State of New Jersey, though its activities reach throughout the entire United States.
Our mission is to facilitate political reform in American government via statutory law and/or amendments to the Constitution. This reform is currently focused on three main policies:
Committee-Based Pardons
Super-Majority Appointments to the Supreme Court
Electoral Reform
See below for more details.
Committee-Based Pardons
This policy would change the way pardons and commutations are granted to those who have committed crimes against the United States. Instead of the President being the sole authority, the power to grant pardons/commutations would be vested in a multi-member Committee. Thus, pardons/commutations would be subject to more scrutiny and deliberation. A Constitutional amendment would be required to enact this policy.
Super-Majority Appointments
This policy would require members of the Supreme Court of the United States to have the consent of two-thirds of the Senate for appointment. By ensuring a relatively large, and likely multi-partisan, base of support, Justices of the Court would be less reliant on partisan rhetoric and/or ideologues. While a statutory law would be sufficient for immediate use of this policy, a Constitutional amendment would likely guarantee its longevity.
Electoral reform
This policy would abolish the two-party primary system currently used in the vast majority of our nation, and replace it with other electoral system(s). To provide examples of other systems, alternatives include Two-Round voting, Single Transferable Vote (STV), Instant-Runoff Voting (IRV), and more. In the United States, two states already use IRV for state-wide elections (Alaska and Maine). Only a statutory law would be required to enact this policy.
